Use less pressure, be very still and wait to feel him give the very slightest lowering of the head. Then release instantly and reward. If the horse is still stuck after two and one-half minutes, reach up with your free hand and put a little pressure on the poll (behind the ears) to help him realize that you want him to move his head down.
